Board Meeting Minutes
January 3, 2006
Approved Feb 7, 2006
President Ann Marie Eversole called the meeting to order
at 9:05 am and led the flag salute.
Directors Present: Sadie Bentz, Ann Marie Eversole, Bill
Massey, Karis Pierce and Anders White
Approval of the December 20, 2005 minutes: Tabled.
Announcements:
* January 11th - 1-3 pm - Rec. Hall, "Medicare Prescription
Drug Plan" meeting
* January 5th - 7:30 am - Job Training Center, Tehama
Co. Employers Advisory Council meeting Open Forum:
* Alta Cowden: The Rancho Tehama Activity Foundation
requested a meeting with the Board of Directors. An open
meeting was scheduled for January 18th at 7 pm.
* Bill Massey: Read from The Tehama County "Subdivision
Improvement Agreement for Rancho Tehama Subdivision Unit
No. 1" dated July 1, 1969.
Item J, Page 4: "The Principal (Rancho Tehama) shall
construct two permanent monuments at the entrance to the
subdivision to notify all persons that the roads within
the subdivision are private roads and not maintained by
the County of Tehama."
Item 6, Page 4: "Principal shall indemnify and hold
harmless the County from any and all loss, damage, or
liability resulting from Principal's performance or non-performance
of his duties under this Agreement, or from the negligence
of himself or his agents, servants and employees."
Item 14, Page 6: "It is the intention of the Principal,
and it is agreed by the County, that all of the streets
within the subdivision shall remain private roads and
that they will not be offered to the County for its acceptance."
For those members talking about disbanding the Association,
the County will not maintain our roads.
* Anders White: Is it possible to hire the Maintenance
Department employees and equipment to do work on private
property? The answer: "No".
Correspondence: None Treasurer's Report: Karis
Pierce (Attached)
* Have contacted the Reserve Study firm to review our
assets.
* Anders asked if the Workers Comp is included in the
Wages. The answer: "No." Workers Comp is under Insurance.
Office: Bill Massey
* Collections: January 19th is the final sign off on
the sale of properties per State law. From January 19th,
owners have 20 days to pay all dues and fees owed. The
first sale will be approximately February 10th. We began
with 400 properties with delinquent accounts. There are
16 or 17 properties left that may be foreclosed upon.
* Jerry Kohler asked if people are living on any of
these 17 properties. The answer: "Not that I am aware
of."
Post Office:
* Karis Pierce volunteered to be over the Post Office.
Tabled.
Maintenance: Bill Massey
* The maintenance crew is cleaning culverts, repairing
street signs, winterizing Association equipment, patching
potholes and cleaning easements after tree trimmers have
trimmed the trees. The wood is used to heat the Maintenance
Barn
* At the last meeting Anders White volunteered to be
over Maintenance. Tabled
Airport: Bill Massey
* In December there were 14 operations - 2 medivacs
* Doug Dugger completed construction of his Zodial XL
601. This is the first aircraft to be wholly constructed
from scratch at Rancho Tehama.
Fire Station: Sadie Bentz
* l73 total calls in 2005
* There are five (5) full time members (volunteers)
* There are five (5) new members in training
* More volunteers are needed
* They have a fire truck
Committee Reports: Architectural: Dee Oliver
* The next meeting is Thursday January 5th at 9 am
* There will be a full report at the next Board meeting
Election:
* Karen Baird has volunteered to take Sherry Gleason's
place. Transfer Station: Karis Pierce
* We are spending a lot less, so people are recycling.
We are not getting anything out of the recycling.
New Business: Fawn Meadows Restrooms:
* Are closed due to flooding. Anders recommended putting
in a French drain to eliminate the flooding. Anders is
willing to evaluate and prepare a proposal Fence and Gate
at Airstrip:
* Recommended because people knock the signs down and
drive through to the runway.
* Tabled. Cost estimate requested. Gravel for Old Timers
Fire Fighters (OTFF):
* OTFF has requested a load of road base for Mr. Carpenter's
front yard where the emergency vehicles are parked. Directors
mutually agreed to allow OTFF to purchase the road base
at Rancho Tehama Association's cost. (Rancho Tehama Association
will not be paying for the Road Base.)
Board of Directors plan for 2006:
* Karis: Create Handbooks for Directors, Committees and
Residents
* Bill: Establish a committee to look at Association
facilities and come up with a plan. Since this is a very
expensive venture, it will require members with incite
and creativity.
* Ann Marie: Directors' Newsletter will be responding
to rumors. Ann Marie read information regarding threats
of violence on Directors. The Board can go into Court.
Safety: Mel Lankford
* Tools valued at $8,000 were stolen from Mel's property
on South Mendocino. It is very important to start the
STARS and Neighborhood Watch programs.
